Yes. Hasaranga would have been an absolute steal if he was picked in the IPL auction this year. Don't know what the staff in those big paid franchises are doing, they are paid to look out for new talent, so you can steal them before others, but they always pick the usual players with no research.
I think the silver lining in Matthews injury is, he will most probably be replaced by Kusal Perera. I mean even southafrican players are going to laugh if Kusal Perera is not in the XI after that brilliant innings in South africa. Hope Kusal Perera can put a good performance because he deserves a permanent place in the test side, Dickwella is too inconsistent (However I will be happy if he proves me wrong)
Hasaranga hasn't proved himself at the big stage yet, LPL quality is pretty low this year, lower than GT20 Canada. There are only 4 international spots, no way he will get a playing chance and for the IPL auction that happened in March he was still not proven. Hasaranga is a limited leggie, he doesn't have topspin or flipper really, he has a well-disguised leg spin and googly. Even in 50 over format, once scouts do their homework, especially top 3-4 teams will figure him out. In t20, players have to attack so Hasaranga has been deadly. Remember what happened o Randiv ? I wouldn't select him in the IPL until he has been consistent against top teams. He should improve his batting and replace DDS as an all-rounder. I dont think he is a full on leggie. I think his batting is underrated though.
