These comparisons are pointless now. That was a different era. ODI cricket has changed. Averages have gone up. Also, those two didn't always bat in the top 4 early on. Mendis has an unusually high percentage of single digit scores.
Comparisons from different eras is pointless but even if you compare, Mahela and Sanga averaged in the mid thirties in positions they batted most in the early part of their careers. Mendis averages just 29 in positions 3/4 where he has batted most in 68 ODI innings. Just one hundred and 15 fifties which is well below par for a top order batsman.
