South Africa T20 League - Bada - 06-19-2017

Two South African businessman, two IPL franchises, two PSL franchises, and representatives from Hong Kong and Dubai were unveiled as the owners of the eight teams in South Africa's T20 Global League. The owners, the cities and their marquee players were unveiled at an event in London on Monday.

Durban, Benoni, Pretoria, Stellenbosch, Cape Town, Bloemfontein, Johannesburg and Port Elizabeth will each host a franchise, which left no room for the likes of Kimberley, East London and Potchefstroom, who host franchise cricket. The Stellenbosch franchise will likely play at Boland Park in Paarl.

Cricket South Africa has confirmed there will be no transformation targets in the Global T20 league. However, the board added that all eight franchise owners have been made mindful of its commitment to change.

CSA has a strict policy in the current domestic set-up which requires franchises to field six players of colour - including at least three black Africans - per game. The Global T20 league has been exempt from this stipulation, though it will still be expected to support the transformation agenda.

"We haven't got targets specifically but we've got the whole transformation philosophy in the prospectus," Haroon Lorgat, the CSA chief executive, said. "We asked the owners to be very mindful of what we're trying to drive as a key pillar within CSA. And in the seventh year we've got a review, which has got key performance indicators, and we reserve the right - in that seventh year - if they're not contributing along the lines of what we identify, and transformation is one of them, to cancel the licence."

Australian international players may populate South Africa's new Twenty20 competition and even play exhibition or charity matches among themselves in the event of an extended pay dispute between Cricket Australia and the Australian Cricketers' Association.

With ten days remaining until the expiry of the current MoU, the sort of chaos to result from an lengthy period without an agreement between the board and the players is becoming clearer, following the launch of the new CSA competition that will clash with the start of the Australian season in a similar fashion to the way the IPL impinges on England's.

More than 400 players have registered their interest in the new tournament and its privately-owned teams, including numerous Australians. ESPNcricinfo has learned that these include some recent ODI representatives, though the group is not believed to include any players in contention for the home Ashes series. CA would need to provide No Objection Certificates in order for these players to take part, though their rights over the players may be legally tested in a post-MOU environment.

The new tournament represents a challenge for CA even without the fact of the concurrent pay dispute, as for the first time there will be competition for Australian players who would otherwise be playing domestically in the Matador Cup and the Sheffield Shield leading into the home Test season. In that sense it leaves the board with a level of complication familiar to other countries who have been less able to firewall their own home season in the manner CA have become used to.

T20 Global League franchise Benoni Zalmi has appointed former South Africa captain Graeme Smith as its head coach. Zalmi team owner Javed Afridi made the announcement on Monday.

Smith, 36, last played a competitive game in May 2014, a T20 for Somerset two months after his final Test against Australia. It will be Smith's first stint as a coach in recognised cricket. Highveld Lions' Geoffrey Toyana, who was recently among the frontrunners to replace Russell Domingo as South Africa's coach, will be his assistant. Their first assignment together comes this weekend, when they will have to pick from a pool of over 400 players in the player draft.

Elsewhere, Durban Qalandars has put Paddy Upton in charge, with Aaqib Javed to oversee the bowlers. Also, Stellenbosch Monarchs has appointed Stephen Fleming head coach, with Eric Simons named his assistant.

Stellenbosch had suffered a setback last week when Brimstone Investment Corporation Limited, the investment company which had been unveiled as its owner by Cricket South Africa, said it will not proceed with the acquisition.

ESPNcricinfo understands Brimstone pulled out because it did not want to hold a majority stake. An insider said that Brimstone always wanted a minority stake and that has been their investment model, where the company supports an expert majority partner. The failure to pull together a consortium meant that Brimstone opted to move out and CSA did not stand in its way. Incidentally Brimstone was one of only two South African owners named for the eight teams in June. Faf du Plessis, South Africa's Test and T20 captain, was named the Stellenbosch franchise's marquee player by the South Africa board.

In the lead up to the players' draft for the inaugural T20 Global League, Cricket South Africa is in a tricky situation involving a few overseas players who have committed to play in the Bangladesh Premier League. With both tournaments set to run simultaneously in November-December, the CSA has stated that players who sign contracts will not be allowed to participate in any other tournament, and that the contracts will be binding.

Chris Gayle (Rangpur), Fakhar Zaman (Comilla), Cameron Delport and Shahid Afridi (Dhaka), Darren Sammy (Rajshahi), Carlos Brathwaite, Junaid Khan and Dawid Malan (Khulna) are among several overseas players who are also in the T20 Global League draft. Some of these players have already signed contracts with their BPL franchises. ESPNcricinfo understands Afridi signed his contract with Dhaka in March this year while Delport signed his in July.

In what could concern the BCB, a few players like Gayle have made their position clear: he is committed to the T20 Global League, where he is one of the icon players and will only play for Rangpur if the scheduling allows him, although the chances of that happening remain remote. Sammy, Gayle's West Indies team-mate, has "agreed to play for the Rajshahi Kings", according to the franchise.

In a letter this week, Corrie van Zyl, the CSA general manager, has reminded players that they were entering into a "valid and binding" contract. "Kindly note that the agreement to enter the draft is a valid and binding contract entered into between you and Cricket South Africa, in terms of which you have agreed as follows," van Zyl wrote on August 21. "[Players should not], directly or indirectly, enter into another agreement and/or arrangement subsequent to entering this agreement which would adversely affect his ability to perform his obligations under this Agreement or the Cricketer's Playing Contract… [Players must] be available, subject to the provisions of any NOC, to participate in the full league edition period and will report to the team, unless otherwise agreed to in writing, on the commencement date of the league edition period."

Nizamuddin Chowdhury, the BCB CEO, said that the BPL franchises have every right to feel concerned. "We were aware that such an issue may come up since both tournaments are scheduled around the same time," he said. "We will get in touch with Cricket South Africa soon. We have asked the BPL franchises for the list of cricketers. If the players say that they don't know how their names went up in that [T20 Global draft] list, I think that's a valid ground for the BPL franchises who have already signed them. But we will first contact CSA and then, depending on the response, think about the next course of action."

Kazi Inam Ahmed, the managing director of Khulna Titans, confirmed Malan and Junaid Khan's signing was completed in March. Dhaka Dynamites CEO Obeid Nizam said that their players - Afridi and Delport - signed contracts a while back, and ideally there should not be any confusion. "We are concerned but we also have the legal agreement. They have told us that they have no problem to play for Dhaka in the BPL. I don't know why this has suddenly come up since we signed them five-six months ago."

Haroon Lorgat, CSA's chief executive, in a statement reiterated the commitment made by the players through having their names in the T20 Global League's draft. "We have received signed confirmations from all the players who have availed themselves to participate in the draft and in the tournament later this year. These are binding commitments and therefore we do not wish to speculate on potential conflicts."

It is understood that the BCB is also concerned by the poor regulations in practice currently, with home boards openly directing players to play particular leagues or refusing them NOC for other tournaments. The board is also worried by the layers of agents that franchises have to deal with when signing a player these days.

West Indies allrounder Kieron Pollard can soon add the Bloem City Blazers to his list of T20 franchises after the Bloemfontein squad made him the first overseas marquee player scooped up in South Africa's Global T20 draft on Saturday night.

Pollard was one of three West Indians selected among the first five marquee picks. Chris Gayle was taken third overall by the Cape Town Knight Riders while Dwayne Bravo was taken fifth by Pretoria Mavericks. Squeezed in between the West Indians were Brendon McCullum, the second overall pick snapped up by the Jo'Burg Giants, and Eoin Morgan who was taken fourth by the Durban Qalanders.

Kevin Pietersen will return to South African cricket with the Nelson Mandela Bay Stars after he was taken sixth overall by the Port Elizabeth-based franchise. Jason Roy was taken seventh by Benoni Zalmi and Lasith Malinga was assigned to Stellenbosch Monarchs by default as last designated marquee player available to be the eighth pick of the marquee player round.

One international marquee player was allocated to each of the eight teams in the mini draft on Saturday evening in Cape Town. All eight teams already had their local marquee players assigned earlier. That will leave space for another 16 players per squad for the 16-round main draft on Sunday, which will see another 32 international players and 96 local players to be allocated to the teams for the tournament in.

Out of each squad of 18, five international players could be included and each team must also draft two rookies. Close to 400 players from 13 countries have expressed interest in the league with over 160 local players, including 34 internationals, shortlisted to feature in the tournament.

Shahid Afridi, who struck his maiden T20 hundred - 101 off 43 balls - earlier this week in the NatWest T20 Blast, will however, miss the T20 Global League because of his commitments with Dhaka Dynamites in the Bangladesh Premier League.

The T20 Global League will be played in eight cities across South Africa in November and December.
